Probably most of them.......I mean, if you're moving to russia you probably aren't moving to a shit town, so as long as you are in a large city (500,000-1,000,000+, depending on how much of a business hub the city is) you should be fine......most of the world knows how to speak english.....

Highly unlikely, not to mention disrespectful to the natives.

I would assume the capital, Moscow. If not, try St. Petersburg second best choice.

Your best chance is to aim for the biggest cities where there may be employment opportunities for English speakers. As other users have suggested, Moscow, the capital, or Saint Petersburg will be your best bets. Rural areas of Russia or small cities are far less likely to have English speakers. Second of all, it's very unlikely you'll be able to get by in Russia just speaking English. There are less speakers of English in Russia than there are in Germany, for example. In any case, if you're moving to Russia you'll be exposed to Russian enough that, whether you like it or not, you'll start picking up the language automatically. But if I were you I'd start polishing up my skills right now.
