They have a Union State which allows citizens of both countries to live and work in each others countries without visas and whatnot. Was wondering if that also applied to persons holding residence permits.

You can indeed live and work in both countries if you are a citizen of either (also if you hold dual citizenship ie. U.S./Russian) if however you are a citizen of a third country only holding a residense permit in either country, this open residence does not apply to you. You need to apply for residence permit in the country you do not hold one in. Sorry about the wordiness, but it does get complicated

If you are not a citizen of Russia or Belarus, then no. You will have to get a Russian residence permit.
