Novosibirsk in Siberia is a bargain but beleive me you would hate it. Although a magnificent country to see, Russia it is not yet very travel freindly. This is especially so for a young backpacker bargain travel type if thats what you have in mind. Hostels and the sort thing you might see elswhere for the budget traveler are rare as well as usally dirty and unsafe. Prices when converted are high, and service in hotels restaurants and bars is surly and hostile. Hygeine standards are not the best and the streets are generally unsafe after dark even for other Russians. OK if you are still determined to go, I would try St Petersburg (formerly Leningrad). All the historical stuff is there, and you can get there easily by air or water from Finland or Sweden , stay a few days and then get out. Also some of the former Soviet Republics like the Baltic countries of Latvia, Lithuania, and Estonia have really come along and are cleaner, safer, freindlier and cheaper while being every bit as interesting to visit.
