"Forever n never"? Isn't that contradictory? And why won't you be able to move in Nalchik? It's everybody's right to move their body.

if you are asking whether or not citizens can move TO nalchik, the answer is, yes, you can live in nalchik. secondly, if you're asking that if after moving there, (or anywhere else,) would you be free to move to any city you choose; again, yes you would. and you and everyone is free to walk in forests, fields, riverbanks, lake areas, fish if you use a pole, not a net, collect mushrooms, berries, etc. in soviet times, my wife was "required" (more like expected) to teach for three years or five, i forgot, in the city where she attended the university. BUT it was not written in stone. she was not a slave, bonded to a faraway city. she could, and did move back to her home city. (university was free and students got a stipend -money- for attending. so, some return-favor was expected).
