Depends on your understanding of 'wealthiness'. Average monthly salary in Moscow is RUR 38,000 (~$1,300) If a family of three has an own apartment and gets $2,600 a month this is already a 'middle class' This means that at least 50% of Muscovites (5,000,000) are middle class and higher 2,000,000+ imported cars in Moscow can only prove my statement.

It depends. By Ethiopian standards. 100% are wealthy. By Liechenstein standards. Maybe 20%.
