They say that man is richest whose pleasures are the least expensive...In Russia there are 2 women for every man, numerically...the Vodka is almost a national treasure...ubiquitous and abundant...and it would not surprise me if good tobacco was also readily available...Maybe Cuban Cigars ? Hope that info is helpful...! It may explain part of the story ...

That's not true. A surprisingly large amount do, but it's not the majority. What happened was that a lot of the people high up in the communist party and the KGB made out very well with the collapse of the Soviet Union. The shift of power wasn't nearly as significant as people usually think.
