I am interested in bringing someone from Russia to live here in the USA. What is the procedure I must follow?
to do so and how long does it take to get all the red tape out of the way? details: we are to get married. moving here permanently. how long will it take to get her here. Yes, this is genuine--not a mail order bride etc.

What is his/her basis of eligibility? Immediate relatives in the US? Planning to marry an American? Found a US employer willing to sponsor them? You cannot do anything for this person unless you are related to him/her, want to marry him/her, or own a business that will employ him/her.

There isn't anyway to directly qualify someone who isn't a close family member for immigration into the US. It may be possible to help find an employer, depending on your friend's educational background and job skills. But that employer would have to file a petition with USCIS and wait for approval before a visa could be issued. Plus, those visas are limited in number and run out very quickly each year. Check out uscis.gov for information on H1b petitions and other immigration petitions.

You have not provided enough information. Need relationship, current immigrant status etc.

AS someone said, you cant do anything if she is not related to you. so either you marry her or employ her, and she better have some very good skills to explain why you cant hire an american first. if you're going to marry her, you will need to provide a good amount of proof that it is a GENUINE relationship, and she is NOT a "mail order bride".
